Art turns people off, hard to recover from initial reaction. Maybe not worth to improve on the aesthetics + epistemics approach yet?
Harder to make good instruments than expected.
Effects of well designed instruments was smaller than expected
Hard to measure effects of instruments so uncertainty over value it creates
Public good so other people might copy it, make it popular, but not care as much about the core values as Instrumentally, hence slowing down progress in the space because people get used to something that looks similar but has bad incentives long-term.
Design improvements are not crystal clear, especially when a lot different from existing similar alternatives. Status quo bias might make adoption too small to be worth continuing.
People might look for credentials to decide whether or not to use the application rather than gears like understanding of needs and design.
